Strategic emerging industries and future industries are the main battlegrounds for forming new productive forces. Among them, strategic emerging industries are industries based on major breakthroughs in cutting-edge technologies and major development needs, which have a significant leading and driving role in the overall economic and social development and long-term development. As a central energy enterprise, how can we seize the major opportunity of developing high-quality strategic emerging industries for new productive forces? On March 20, during the CGN Strategic Emerging Industry Development Conference, Li Yilun, member of the CGN Party Committee and vice general manager, answered the above questions.

Strategic emerging industries account for over 75% of revenue

Since the joint venture construction of the Daya Bay Nuclear Power Plant in the 1980s, CGN's blood has been infused with innovative genes. After more than 40 years of development, CGN has focused on promoting the extension of the upstream and downstream industrial chain and professional capabilities, creating a "6+1" industrial system of nuclear energy, nuclear fuel, new energy, non-power nuclear technology applications, digitalization, technological environmental protection, and industrial finance.

Li Yilun introduced that, according to the national classification of strategic emerging industries, CGN's "6+1" industries basically belong to the category of strategic emerging industries, with strategic emerging industries accounting for more than 75% of revenue, ranking among the top central enterprises. "According to the deployment of the State-owned Assets Supervision and Administration Commission of the State Council, combining its own development foundation and advantages, CGN has formulated a special work plan for strategic emerging industries and proposed seven industrial development plans: leading nuclear energy, safe nuclear fuel security, new energy multiplication, digital leap, nuclear technology breakthroughs, strengthening technological environmental protection, and the launch of future industries."

CGN is one of the earliest companies in China to engage in the development and construction of wind and solar power generation. Data shows that by the end of 2023, its domestic new energy installed capacity exceeded 45 million kilowatts, and the annual power generation exceeded 73 billion kilowatt-hours, an increase of 22% year-on-year. The wind and solar utilization hours were more than 5% higher than the industry average, and the efficiency indicators such as power generation profit and average utilization hours maintained a good level in the industry. Starting in 2014, CGN has rapidly expanded its international clean energy business. Currently, the overseas holding installed capacity exceeds 11 million kilowatts, distributed in 15 countries, forming a global development layout of "one horizontal and two vertical". In 2023, the annual power generation exceeded 46.2 billion kilowatt-hours."

Li Yilun introduced that in the field of non-power nuclear technology applications, CGN has achieved full coverage of high, medium, and low-energy industrial electron accelerators, with a cumulative production of more than 600 electron accelerators (sets), firmly occupying the first echelon in China. In addition, three proton therapy centers have been signed and landed in China, and industrial applications have been achieved in high-end fields such as nuclear environmental protection and nuclear agriculture, and some products of measurement and control equipment have broken foreign monopolies.

In the field of digitalization, by building the CGN Yangtze River Delta Emerging Industry (Digital) Technology Innovation Center, integrating high-quality resources to build 13 innovation laboratories, and accelerating the transformation and landing of core scientific and technological achievements. "Currently, the independent nuclear-grade digital instrumentation and control platform 'Harmony System' has been applied to 23 nuclear power units in China, the independent wind turbine control system L7000 has the conditions for industrial application, and the turbine control and protection system has achieved full coverage of the three major turbine technologies in China." Li Yilun said.

In addition, in the field of environmental protection industry, CGN strengthens traditional environmental protection businesses represented by water supply and drainage and hazardous waste, develops energy environmental protection businesses represented by wind and solar energy storage and recycling and low-and-medium-level radioactive waste treatment and disposal, and cultivates environmental protection energy businesses represented by green hydrogen-based fuel supply.

Joining hands with more than 12,000 enterprises to build strategic emerging industries

"CGN's strategic emerging industries, including new energy, non-power nuclear technology, digitalization, technological environmental protection, and industrial finance, have cumulatively driven the high-quality development of more than 12,000 upstream and downstream enterprises." Li Yilun said that CGN organized the Strategic Emerging Industry Development Conference to build an open, shared, and mutually beneficial cooperation and exchange platform through supply and demand docking, results release, strategic signing, and thematic discussions, to better promote effective connection and coordinated operation among industries, and promote the integrated and clustered development of strategic emerging industries."

According to Li Yilun, CGN will adhere to the major national needs and its own development needs, follow the trend of large-scale and intelligent integrated development of new energy, strengthen cooperation with all parties, increase the intensity of technological innovation, and vigorously develop "solar thermal+" projects, "new energy + green hydrogen ammonia alcohol" integrated projects, "desert governance + photovoltaic agriculture", "ocean ranch + offshore wind power" and other integrated development projects, using the advantages of new energy to solve the problems in the development process of new energy.

"We will accelerate the implementation of the new energy multiplication plan, striving to add more than 10 million kilowatts of new energy operating capacity each year, maintain an annual investment scale of around 60 billion yuan, and it is expected to jointly drive an increase in total social output of about 180 billion yuan with upstream and downstream enterprises, creating more than 50,000 jobs." Li Yilun revealed.

In terms of continuously improving regional development and engineering construction, Li Yilun said that CGN will focus on key regions such as Xinjiang and Inner Mongolia, increase the development efforts in central provinces, adopt a "one province, one policy" approach, and make every effort to ensure that market share remains stable and increases. At the same time, it will take offshore wind power business as the basis, actively promote the integrated development of diversified businesses such as wind, solar, nuclear, and storage, increase the research and development of solar thermal technology models and deep-sea floating wind power technology, continuously promote the cultivation of pumped storage capacity, continuously explore the path of market-oriented transformation, and form a diversified, synergistic, stable, and sustainable business development path to provide strong engineering support for the high-quality development of strategic emerging industries.

In recent years, CGN has actively promoted hydrogen energy multi-scenario demonstration application projects, including renewable energy electrolysis hydrogen production demonstration, hydrogen conversion application scenario demonstration, hydrogen energy storage demonstration, and deep-sea wind power hydrogen production and storage demonstration.

Speaking of renewable energy electrolysis hydrogen production demonstration, Li Yilun revealed that CGN will carry out demonstration projects in the northwest, north China, and northeast regions rich in wind and solar resources, as well as in regions where green chemical industry and hydrogen metallurgy are reshaping zero-carbon new industries, coordinating with wind and solar power development; in terms of hydrogen conversion application scenario demonstration, demonstration projects integrating hydrogen consumption and conversion applications will be carried out according to local conditions to prepare technical and resource reserves for the future, focusing on the production and sales of ammonia alcohol, long-distance transportation of hydrogen after renewable energy enrichment, distribution models for refined chemical customers, and natural gas hydrogen blending consumption; in terms of hydrogen energy storage demonstration, hydrogen energy storage will be carried out in renewable energy bases such as Inner Mongolia, Xinjiang, Gansu, and Qinghai, demonstrating applications in renewable energy consumption, grid peak regulation, and long-term large-scale energy storage, and exploring the "wind-solar-hydrogen-storage" integrated development model.

"In terms of deep-sea wind power hydrogen production and storage demonstration, key technologies will be promoted and a deep-sea wind power hydrogen production and storage demonstration project will be built, forming a high-integration deep-sea hydrogen production and storage system, a remote offshore wind power hydrogen production and storage centralized control platform, and a deep-sea wind power hydrogen production and storage engineering design and operation and maintenance package." Li Yilun said.

Seizing the opportunity of new productive forces for efficient layout

New productivity is an advanced form of productivity generated by revolutionary technological breakthroughs, innovative allocation of production factors, and deep industrial transformation and upgrading, possessing strong development momentum. How can CGN further cultivate new momentum in strategic emerging industries?

According to Li Yilun, CGN has identified three development paths in the field of nuclear technology applications: First, to expand and strengthen nuclear technology applications, increase R&D investment, connect with application scenarios, improve the standard system, and achieve independent and controllable core key technologies as soon as possible; second, to promote the upgrading and transformation of traditional industries, with traditional industries accounting for more than 80% of manufacturing, and nuclear technology applications closely related to 30% of manufacturing categories, we must seize the strategic opportunity of deepening nuclear technology applications to promote the upgrading and transformation of traditional industries; third, to synergistically strengthen emerging industries, conduct in-depth research on the entire industrial chain of emerging industries, actively connect with important links, accelerate breakthroughs in key core technologies, and achieve synergistic and integrated development to fully cultivate and strengthen emerging industries. At the same time, four development fulcrums have been identified, with active layouts in new materials, industrial accelerator manufacturing and application, nuclear medicine, and nuclear security inspection.

Regarding digital transformation, Li Yilun stated that CGN regards it as an important strategic measure to build its future core competitiveness. A digital transformation roadmap has been defined, with the comprehensive introduction of new technologies such as "cloud, big data, Internet of Things, mobile, AI, and blockchain," accelerating the construction of smart mines and smart new energy, and striving to build a "digital nuclear power" that connects the entire life cycle data chain of nuclear power, including R&D, design, construction, operation, and maintenance, using innovative thinking and multiple measures to promote industrial digitalization and digital industrialization, leading the transformation and upgrading of the clean energy industry.

In the development of the science and technology-based environmental protection industry, CGN will focus on two directions. Li Yilun said that the first is to stimulate new momentum in traditional environmental protection businesses, strengthen technological innovation and refined operations, and enhance the ability to support carbon reduction and pollution control. Actively implement the "dual carbon" strategy, explore value extension, and form new technologies, services, and comprehensive solutions in the "dual carbon" era; the second is to open up new tracks for environmental protection and emerging industries, actively integrate upstream and downstream industrial chain resources, highlight energy regeneration and recycling, explore the combination of traditional environmental protection businesses and emerging businesses such as hydrogen energy, develop "green carbon" preparation processes, and build an industrialization path of "green carbon production-green electricity acquisition-green hydrogen preparation-green methanol preparation" to achieve transformation and upgrading.
