On May 18, the digital display of energy substitution on the "Smart Grid One Map" screen of Liaoning Power Company flickered and refreshed again. Statistics show that since 2024, the company has unearthed 566 potential energy substitution projects, replacing 128 million kilowatt-hours of electricity. This has made a positive contribution to effectively changing the energy supply pattern in Liaoning, significantly reducing coal consumption, and improving air quality.

Electric Connection to the Future New energy vehicles enter a new era of charging
At 8:06 am on May 1, inside the electric vehicle charging station at the JingShen Expressway Jingquan Service Area in the Shenyang direction, Tong Wei, a maintenance worker for State Grid Liaoning Power's charging facilities, was helping car owner Zhao Wenwu download the State Grid's "e-charging" APP and open the operating interface to charge the new energy vehicle on a mobile charging vehicle.
During the "May Day" holiday, the JingShen Expressway experienced a peak in travel. On the morning of May 1, the traffic volume entering the Jingquan Service Area reached more than 10,000 vehicles. In this service area, many new energy vehicle owners who exited the highway orderly parked their cars in front of the charging cabinets to wait for charging.
At 3 pm that day, Hao Guanqiao, a maintenance worker for State Grid Liaoning Power's charging facilities, discovered through the online monitoring function of the Liaoning Provincial Charging Facility Monitoring Service Platform that a charging pile in the Shenyang direction of the ShenHai Expressway Ganquan Service Area had experienced a communication failure. He quickly dispatched maintenance personnel from Anshan to the site for repairs.
After arriving at the location within 45 minutes, the maintenance personnel quickly checked the faulty charging pile and confirmed that it was offline. They checked the SIM card, which may have caused the communication interruption, then disassembled and reinstalled the 4G signal cable and restarted the operation. After orderly processing, the charging pile was restored to normal. The platform's online monitoring function also restored the charging pile data, providing charging service support for the peak new energy travel during the "May Day" holiday.
Hao Guanqiao from State Grid Liaoning Power said: "As one of the platform operators, we continuously optimize the maintenance mechanism, utilize the platform's operation monitoring function to proactively identify and eliminate hidden dangers of charging equipment, continuously improve emergency response capabilities and maintenance service quality, and comprehensively safeguard the green travel of new energy vehicle owners."
During the "May Day" holiday, the company's high-speed service area charging stations accumulated a total charging volume of 246,000 kilowatt-hours, a year-on-year increase of 61.96%, providing 13,500 charging services, a year-on-year increase of 64.06%. During the holiday, the charging network completed 80 inspection work orders, inspected 156 charging stations, 874 charging piles, completed 85 repair work orders, and timely eliminated 134 equipment faults. 89 on-site personnel were arranged, and 4 mobile charging piles were deployed, achieving "zero complaints" and 100% customer satisfaction. This met the people's increasing and rapidly growing charging needs, strongly promoting the rapid development of the province's new energy vehicle industry.
Today, with the surge in new energy vehicle travel, now covering buses, taxis, logistics sanitation, factory transportation, government affairs, and private use, the stable power supply and safe and reliable operation of charging facilities have become a focus of attention.
At the beginning of 2024, the Liaoning Provincial Charging Facility Monitoring Service Platform was built and put into operation by State Grid Liaoning Power. Currently, the platform has connected 455 charging operation enterprises, 1456 charging stations, 12851 charging piles, and 15090 charging guns. The charging facilities have provided a total of 2.9441 million charging services, with a charging volume of 98.763 million kilowatt-hours.
Power Empowerment "One Enterprise, One Policy" to Improve Overall Energy Efficiency
On May 15, at the China Medical University Affiliated Shengjing Hospital in Shenyang, members of the State Grid Liaoning Power (Comprehensive Energy) Lei Feng Communist Party Member Service Team were conducting pre-operation checks and debugging of the hospital's facilities that had undergone smart energy-saving electricity transformation under the guidance of the hospital's logistics department personnel.
In September 2023, State Grid Liaoning Power and Shengjing Hospital signed an energy management project cooperation agreement, marking the beginning of the largest energy management project in the province.
Shengjing Hospital is one of the most influential large-scale modern comprehensive hospitals in Northeast China, located in three medical campuses in Shenyang (Nanhu, Huaxiang, and Shenbei) and a pharmaceutical research and education development base in Benxi, with a total managed building area of 844,100 square meters.
“Before the renovation, our elevators were running at full capacity every day, and the equipment was relatively old, using regenerative braking to drive them, resulting in high energy consumption and heat generation,” said Li Jun, the head of the logistics department’s energy management project at Shengjing Hospital.
State Grid Liaoning Power, through a smart energy management platform, conducted a comprehensive and detailed analysis of the client's historical energy consumption data, the status of major energy-consuming equipment, and the current status of power maintenance management. Implementing a "one enterprise, one policy" approach to improve overall energy efficiency, a comprehensive energy management service project was tailored for Shengjing Hospital. Through upgrading and renovating air conditioning systems, hot water pump rooms, and energy-efficient elevators, the issues of low energy efficiency and energy waste under the traditional model were resolved.
“We will renovate 40 elevators in Shengjing Hospital and install energy recovery devices to convert the excess energy generated during the reciprocating movement of the elevators into electricity, which will be sent to the local power grid for use by other nearby equipment after multiple filtering,” said Li He, the project manager of State Grid Liaoning Power Comprehensive Energy Service Company. After installing energy recovery devices, the old-style braking resistors will generate less heat, reducing the heat dissipation pressure in the engine room and saving cooling energy, achieving double energy saving.
Currently, the hospital’s energy consumption has been reduced by an average of 8.08%; approximately 14 million kilowatt-hours of electricity are saved annually, equivalent to 1720 tons of standard coal, reducing carbon dioxide emissions by 14,000 tons annually, achieving significant social benefits. It effectively reduces the safety risks of electricity consumption in hospitals, improves energy utilization efficiency, and enhances service quality.
Electricity Connects the Blue Sea Continuously Promoting the Construction of a Low-Carbon, Happy Liaoning
East of the Bohai Bay, the blue sea surges, and numerous oil drilling platforms stand majestically on the sea surface.
On May 10, staff from the CNOOC Tianjin Branch's Jinzhou 25-1 offshore oil production platform were analyzing the operating data of offshore oil field turbine equipment under the guidance of Jiang Wenbin, a staff member of the State Grid Huludao Power Supply Company.
State Grid Liaoning Power actively serves the CNOOC shore power project for clean energy industry layout, efficiently promoting the implementation of temporary grid connection solutions and the construction of the 220 kV Jiujiang substation project, enabling offshore oil fields to bid farewell to "power islands" and actively assisting Liaoning Province in building a clean energy base.
“Please switch the 2232 switch of the 220kV XiaShi line from hot standby to operation.” Wei Lei, the duty manager of the Huludao Power Supply Company Power Dispatch Control Center, issued the instruction. “Operation completed.” Wang Qiang, the person in charge of the CNOOC XiaYou substation, replied.
At 0:25 am on March 26, after all operations were completed, two 220 kV lines, one onshore 220 kV substation, two offshore 220 kV substations, and two 220 kV submarine cables were successfully energized, marking the successful conclusion of an 83-hour and 47-minute continuous battle. From this point, the CNOOC Suizhong 36-1 and Jinzhou 25-1 offshore oil platforms ended their history of natural gas power generation and embarked on a new journey of blue sea green electricity and serving the country through offshore oil development.
To efficiently promote the project's completion, the company organized eight special coordination meetings to study and formulate a temporary grid connection plan and coordinate with the Provincial Land and Resources Bureau to significantly shorten the approval cycle for land use procedures. The company accelerated the implementation of the project, coordinating to solve problems hindering construction, such as tree felling along the transmission line and land compensation. A "Lei Feng Communist Party Member Service Team" was formed, making three visits to the 36-1 and 25-1 offshore oil platforms to provide one-on-one professional guidance to CNOOC substation operation personnel and jointly conduct tabletop drills for accident handling to ensure the successful completion of the energization task.
Currently, with the overall construction progress of the 220 kV Jiujiang substation reaching 90%, the nine drilling platforms of the CNOOC Suizhong 36-1 offshore platform group and the four drilling platforms of the Jinzhou 25-1 offshore platform group will welcome the key node of official shore power connection in June. At that time, Huludao Power Supply Company's annual power sales are expected to increase by 450 million kilowatt-hours, reducing carbon emissions by 400,000 tons.
