Synergistic supply and demand is one of the fundamental principles and most dynamic directions in building a new power system. The emerging and diverse massive number of end-users in various sectors on the demand side provide resources and potential for power transformation, becoming a key support for building a new power system. This was stated by Liu Mingming, Deputy Director of the Clean Power Program at the Natural Resources Defense Council (NRDC), at the recent "Accelerating the Construction of a New Power System: Demand-Side Innovation" symposium.
It is understood that this conference was jointly organized by NRDC and the Zhongguancun Modern Energy and Environmental Service Industry Alliance (EESIA). During the conference, EESIA released reports titled "Research on the Normalization Operation Mechanism of Virtual Power Plants in Southern China" and "Research on the Development of China's Energy Efficiency and Integrated Energy Service Industry".
Liu Mingming believes that to tap the supporting potential of demand-side resources, on the one hand, we must vigorously cultivate new industries such as virtual power plants and integrated energy services to provide users with transformation services and support; on the other hand, we must focus on the resource characteristics and potential development of end-users, especially the transformation paths of high-energy-consuming users.
Zhao Ming, chairman of EESIA, stated that in the core path to achieving "dual carbon" goals, the development of renewable energy is fundamental, and improving energy efficiency is key. Energy conservation and efficiency improvement remain the most economical, feasible, and scalable path to address climate change in the short and medium term. In the past decade, China has supported an average annual economic growth of 6% with an energy consumption growth rate of 3.2%, and the energy consumption intensity has decreased by more than a quarter cumulatively. Energy conservation and efficiency work have made a very outstanding and important contribution to the country's green and high-quality development.
Zhao Xiaodong, senior engineer at the Energy Research Institute of the Chinese Academy of Macroeconomic Research, stated that the power system's demand for flexible resources is increasing day by day. It is unsustainable to rely solely on the supply side to provide flexible resources. It is urgently needed to deeply tap into demand-side flexible adjustment resources to jointly promote power supply and demand balance and support the construction of a new power system. In recent years, new demand-side industries, typically represented by virtual power plants, have been emerging continuously, playing an increasingly significant role in improving the flexibility of the power system and optimizing system operation.
Jiang Liping, former vice president of the State Grid Energy Research Institute, stated that the demand side is an untapped treasure trove. Utilizing demand-side resources also requires the establishment of a new industry culture. In a new power system, if users' concepts and behavioral patterns change, it will bring huge potential. With the rapid development of the demand side and the emergence of AI technology with learning capabilities, we expect the entire power industry ecosystem to change, driving the role of demand-side resources from a quantitative accumulation to a qualitative leap.
